As always, there is more to the story.  The train car that was once used to cart around FDR is no longer in use and hasn't been for years, or so they say.  It sits abandoned at the bottom of the Waldorf Astoria, on Track 61.  If this train is so defunct, why don't they just get rid of it?  Well, because it isn't as defunct as they'd like to put on.  In fact, they actually still do use it and not for purpose of nostalgia.  This train has been magically charged and allows whoever is traveling in it at the time to defeat the laws of nature and travel in time.  That is the whole thing about track 61.  It's not just some super secret rail service for presidents and American royalty.  It allows those who ride on it to travel back and forth in time for purposes of diplomacy, or rather, at their own leisure.
